An Anchal Panchayat may, if requested to do so by a G-rmn Panchayat, lend the services of its Secre.tary to the Gram Panchayat, on such terms and conditions as may be agreed upon between such Gram Panchayat and the Anclwl Pancha.yat, for such purposes as may be specified by the Anchal Panchayat and thereupon the Secretary shall render such service to the Gram Panchayat.
