If any difficulty arises with respect to the establishment of the University or any subordinate authority of the University or to the transaction of any business of the University, the Vice-Chancellor may refer the same to the Chancellor who may thereupon issue such direction or cause such action to be taken as appears to him to be necessary or, expedient for resolving the difficulty.
