(1) The Vice-Chancellor shall be a whole-time officer of the University and shall be the administrative and academic head of the University. He shall, in the absence of the Chancellor, preside at meetings of the University including any convocation of the University. He shall be an ex-o fficio member and Chairman of such subordinate authorities constituted by the University as may be pres- cribed and shall be entitled to be present at, and to address, any meeting of any other subordinate authority of the University but shall not be entitled to vote thereat unless he is a member of that authority. (2) It shall be the duty of the Vice-Chancellor to ensure that the provisions of this Act and the 'Statutes, Ordinances, Regulations and Rules made thereunder are duly observed and he shall exercise general control over the affairs of the 17nidersity and exercise all such powers as may be necessary Tor this purpose. (3) In any emergency which in the opinion of the Vice- Chancellor requires that immediate action should be taken, he may take such action as he may deem necessary and shall at the earliest opportunity report his action to the autho- rity which would have ordinarily dealt with the matter : Provided that where any such action taken by the Vice- Chancellor prejudicially affects any person in the service of the University, such person shall be entitled to prefer, within thirty days from the date on whieli he receives notice of such action, an appeal to the University. rinanee Officer. \
