If the Commissioner is of opinion that any eating-house, tea-shop, hotel, boarding-house, bakery, aerated water-factory, ice-factory or other place where food is sold or is prepared for sale, or any theatre, circus, cinema-house, dancing-hall or similar other place of public resort, recreation or amusement, as the case may be, is kept open without, or otherwise than in conformity with the terms of, a licence granted under section 305, he may, by order in writing stating therein the reasons of such opinion, stop the use of any such premises for such period as may be specified in the order: Provided that no such order shall be made until the licensee, or the person keeping the premises so open, has been given an opportunity of being heard.
