After a defaulter has been proceeded against unsuccess- fully under the foregoing provisions of this Chapter or with partial success, any sum due or the balance of any sum due may be recovered by the Chairman as a public demand under the Bengal Public Demands Recovery Act, 1913, together with interest and cost of recovery.
