(1) Any person aggrieved by a declaration made by the Director or the Sub-divisional Magistrate, as the case may be, under sub-section (2) of section 25 may, within thirty days from the date on which such declaration is communicated to him, prefer an appeal in such manner and on payment of such fee as may be prescribed,— (a) to the State Government, if the declaration is made by the Director, or (b) to the District Magistrate, if the declaration is made by the Sub-divisional Magistrate : Provided that the State Government or the District Magistrate, as the case may be, may entertain the appeal after the expiry of the said period of thirty days if the State Government or the District Magistrate is satisfied that the appellant was prevented by sufficient cause from filing the aPneal in time.
