(1) Any person aggrieved by an order of the licensing authority under section 7 refusing to issue or renew a licence or of the market committee under section 22 refusing to issue or renew a licence or cancelling or suspend- ing a licence may, within thirty days from the. date on which the order is communicated to him, prefer an appeal to such authority, in such manner and on payment of such fee, not exceeding twenty rupees, as may be prescribed: Provided that the appellate authority may entertain the appeal after the expiry of the said period of thirty days if it is satisfied that the appellant was prevented by sufficient) cause from filing the appeal in time. (2) On receipt of an appeal under sub-section (1), the appellate authority shall; after giving the appellant an opportunity of being heard, dispose of the appeal as expe- ditiously as possible and the decision of the appellate authority thereon shall be final.
