An Inspector of Lifts or an officer authorised in this behalf by the State Government may at any time after giving notice in writing to the owner, agent or occupier enter upon any premises in which a lift or escalator or travelator has been installed or is being installed or in connection with which an application for a licence has been received, for the purpose of inspecting the lift or escalator or travelator or the site thereof or for carrying out such tests as may be considered necessary and the owner, agent or occupier of such premises shall afford all reasonable facilities to him for the purpose.
