(1) If any difficulty arises in giving effect to the provisions of this Act, the State Government may by order, not inconsistent with the provisions of this Act, remove the difficulty: Provided that no such order shall be made for the removal of any difficulty which arises in giving effect to any of the provisions of this Act which apply to the Tribunal after the expiry of a period of three years from the date appointed under section 6. (2) Any order made- by the State Government under sub-section (1) shall be laid, as soon as may be after it is made, before the State Legislature.
