(1) The Secretary shall exercise such powers and per- form such duties as may be prescribed or, as may, subject to the provisions of this Act and the rules made thereunder, be entrusted to him, from time to time, by the Chairman. (2) Subject to such rules as may be made under this Act, the Board may appoint such other officers and servants as it considers necessary for the efficient performance of its func- tions under this Act: Powers and duties of Secre- tary and appoint- ment of other officers and servants of the Board. Provided that no person whose honorarium or maximum salary exceeds three hundred rupees per month shall be appointed by the Board except with the previous approval of the State Government.
