(1) Casual vacancies among the members of the Board shall be filled up by the State Government by appointment of new members : Provided that where a casual vacancy arises among the members belonging to the class referred to in clause (b) or clause (c) of sub-section (1) of section 4, the new member to be appointed shall belong to that class. (2) No act or proceeding of the Board shall be deemed to be invalid merely by reason of the existence of any vacancy • in the Board or any defect or irregularity in the appointment of any member or in the constitution of the Board.
