(1) In respect of ,each enactment specified in the Second Schedule to this Act, the State Government shall, in such manner, and by such date as it may determine, make in each year from the Consolidated Fund of the State, a grant approximately equal, in the opinion of the State Government, to the net sum which, by virtue of the provi- sions of clause (1) of article 266 of the Constitution of India, is paid in that year to the Consolidated Fund of the State under that enactment. (2) All grants payable under the provisions of sub- section (1) are hereby declared to be expenditure charged upon the Consolidated Fund of the State. (3) The State Government may, by notification in the Official Gazette, include in, or exclude from, the Second Schedule any appropriate enactment. (4) The reference in sub-section (1) to the Second Schedule shall be construed as a reference to such Schedule .as for the time being amended under sub-section (3).
