(1) If the Registrar is satisfied that the application complies with the provisions of this Act and the rules and that the proposed by-laws are not contrary thereto, he shall, unless for reasons to be recorded in writing he thinks fit to refuse, register the society and its by-laws. (2) Where the Registrar refuses to register a society, he shall communicate the order of refusal together with the reasons therefor, within fifteen days of the date of such order, to such of the applicants for registration as may be prescribed. 164 The West Bengal Co-operative Societies Act, 1973.
