No person shall, without or otherwise than in conformiy with the terms of a licence granted by the Chief Executive Officer in this behalf,— (a) carry on within Chandernagore or at any municipal slaughter-house outside Chandernagore the trade or business of a butcher, or (b) sell or expose or hawk about for sale any animal or any meat or fish intended for human consumption in any place other than a municipal market or a private market.
