No person shall, without or otherwise than in conformity with the terms of a licence granted by the Chief Executive Officer in this behalf, keep open any private market or wilfully or negligently permit any place to be used as a private market or use any place as a slaughter- house or stock-yard or for the slaughtering of any animal intended for human consumption.
