Notwithstanding anything to the contrary contained in the said Act or the rules made thereunder (hereinafter referred to as the said rules), anything done or any action taken under any provision of the said Act or the said rules before the coming into force of this Act, shall be valid and shall be deemed always to be valid as if the said provision were in force when such thing was done or such action was taken.
