Notwithstanding anything contained in seciion 98,— Presiding (a) al lhe first meeting Tor Lhe election of lhe Mayor and the mcciing Tor Chairman or at any other meeting Tor lhe election or the cicciion or Chairman, the State Government shall nominate an elected chjimun. member of lhe Corporation, who is not a candidate for such election, to preside over lhe meeting; (b) if daring the election of the Mayor or the Chairman, as the case may be, il apprears thai there is an equality of votes between any candidates at such election and the addition of a vote would entitle one of such candidates to be elected as Mayor or Chairman, as the case may be, then, Lhe person presiding over the meeting shall decide between such candidates by lot to be drawn in Ihcir presence and in such manner as he may determine and lhe candidate on whom the lol falls shall be deemed lo have received an addiLional vote.
