If any difficulty arises as to the preparation, publication or revision of the first electroral roll for election or Councillors to ihe Corporaiion or the holding of the firsi general election after the commencement of this Act, lhe State Government may by order authorise any matter or thing to be done which appears to it lo be necessary for the proper preparation, publication or revision of such roll, or for the proper holding of the election.
