Whoever, in any case in which a penalty is not expressly provided by this Act, fails lo comply wiih any notice, order or requisition issued underany provision thereof, orolherwise contravenes any of the provisions of this Act, shall be punishable wiih fine which may extend loone thousand rupees, and in the case or a continuing failure or contravention, wiih an additional fine which may cxlend to one hundred rupees for every day after lhe first during which he has persisled in such failure or contravention.
