Save as otherwise provided in Lhis Acl or the rules or the regulations made thereunder, any sum due io Lhe Corporation on account of any charge, cost, expense, fee, rale or rent or on any other account under this Acl or lhe rules or the regulations made thereunder shall be recoverable from the person from whom such sum is due as if il were a consolidated rate: Provided lhat no proceedings for Lhe recovery of any such sum under lhis seclion shall be commenced after lhe lapse of ihrce years from the dale on which such sum becomes due.
