In any case not otherwise expressly provided Tor in Lhis AcL or Lhe rules oflhe regulations made [hereunder, ihe Municipal Commissioner with Lhe prior approval or ihe Mayor-in-Council may pay compensation to any person who sustains damage by reason of Lhe exercise of any power under lhis AcL or the rules or lhc regulations made thereunder by any municipal authority or any officer or other cmplyee of the Corporalion.
