Il shall be the duly oT Ihc father or mother of every child bom in '(Kolkaia) and, in default of lhe father or mother, of any relation or the child living in the same premises and, in default of such relalion, of Hie person having charge of the child to give, to lhe best of his or her knowledge and belief, -[to the Registrar, as specified in sub-section (2) of section 451, of the area wilhin iwenly-oiie days from ths dale of such birth information containing such particulars as specified in the Registration of Births and Deaths Act, I %9, or ihc rules made thereunder:] Provided thai— (a) in the case of an illegitimate child, no person shall, as father of such child, be required Lo give information under this Act concerning the birlU of such child, and lhe Registrar shall noicnLer in the register book the name of any person as father or such child except QL Lhe joint request of the mother and of lhe person acknowledging himself lo be the father of such child; and such person shall in such case sign the register together with the mother; (b) a person required to give information only in default of some other person shall noi be bound to give such information if he believed and had reasonable grounds for believing that such information had been given; (c) when a child is bom in a hospital or a nursing home or a maternity home, none but the officcr-in-charge thereof shall be bound to forward forthwith to the Registrar a report of such birth in such time and in such form as the J[offieer-in- chargej may from time Lo time spccify.
