When the execution of any work is in progress in any streel, the Municipal Commissioner shall, so Tar as may be reasonably practicable, make adequate provisions for lhe passage or diversion of traffic, for securing access lo all premises approachcd from such streel, and for such drainage, water supply or means of lighting as may be interrupted by reason of the execution of such work.
