(1) The Municipal Commissioner may make such special arrangements, whether permanent or temporary, as he considers adequate from maintaining sanitation in the vicinity of any placc of religious worship or institutions or places lo which large numbers of persons reson on particular occasions or in any place used for holding fairs, festivals, sports or cultural or social events.
