(1) li shall not be lawful to erect or rc-crecl any premises in '[Kolkaia] or to occupy any such premises unless— (a) a drain is conswcied of such size, materials and descriptions at such level and wilh such fall as may appear lo the Municipal Commissioner lo be necessary for the effectual drainage of such premises; (b) there have been provided and sel up on such premises such appliances and fillings as may appear to the Municipal Commissioner lo be necessary for lhe purposes of galhering or receiving lhe drainage from, and conveying the same off, the said premises and of effectually flushing the drain of the said premises and every fixture connected therewith. (2) The drain so constructed shall empty into a municipal drain situated ai a distance of not exceeding liiirly metres from ilie premises; bul if no municipal drain issiluaied within thai distance then such drain shall empty inio a cesspool lo be constructed by the owner situated wilhin ilie distance lo be specified by the Municipal Commissioner for lhe purpose.
