(1) The Municipal Commissioner shall, in every service main laid aflcr ihc commencement of lhis Act and may, on every service main laid before such commencement, fit a stopcock enclosed in a covcr box or a pil of such size as may be reasonably necessary. (2) Every siopcock filled on a service main after the commencement of liiisAci shall be placcd in such position as lhe Municipal Commissioner deems mosl convenient: Provided lhal— (a) a siopcock in privale premises shall be placed as near to the street from which lhe supply pipe enters those premises as is reasonably practicable; and (b) a siopcock in a street shall be placed as near to the boundary thereof as is reasonably practicable.
