(1) Notwithstanding the provisions of section 248, lhe Municipal Commissioner may, wiih llie prior approval of lhe Mayor-in- Council. by a written nolice, require the owner of a premises to sink a lubewell, if the premises is to be used as a place of public resort, or as a market, or as a place of employment of more than fifty persons, or, in other eases, for reasons lo be recorded in writing.
