(1) No person shall, except with The prior permission in writing of The Municipal Commissioner, sink a tubewell in any premises. (2) The Municipal Commissioner may, wiih the prior approval of lhe Mayor- in-Council, grant such permission and issue a lubewcll licence on such condiiions and on payment of .such annual fee as the Mayor-in- Council may from time io lime specify: Provided thai any person owning a Lubewell sunk before Lhe commencement of this AcL shall take out a tubewell licence on such conditions and on payment of such annual fee as the Mayor-in-Council may from lime to Lime determine.
