(I) Hxcepi under and in conformity wilh the lemis and conditions of a licence, no person being lhe owner, lessee, sub-lessee, occupier or an advertising agen( shall use or allow io be used any site in any land, building, wall nr erecL or allow to be erccted on any site any hoarding, frame, posi. kiosk, structure, neon-sign or sky-sign for lhe purpose of display of any advertisement. (2) For the purpose ol" advertisement, every person— (a) using any site before the commencement of lhis Acl, wilhin ninety days from the dale of such commencement, or (b) intending to use any site, or (e) whose licence for use of any site is about to expire, shall apply for a licence or renewal of a liccnce, as lhe ease may be. to the Municipal Commissioner in such form as may he specified liy the Corporation. (4) "I'lie Municipal Commissioner may, if in his opinion the proposed site for any advertisement if unsuitable from the considerations of public safely. Traffic hazards :[, aesthetic design, or obstruction of lhe view of. or harmony with, any heritage building.] refuse a liccnce or refuse lo renew any existing licence. (5) Every licence shall be lor a period of one year except in case of silcs used for temporary fairs, exhibitions, sports evenis or cultural or social programmes. * * * t- * (7) The Municipal Commissioner .shall cause to be maintained a register wherein the licences issued under litis scclion shall he separately recorded in respect of advertisement sites— (a) on telephone, telegraph, train, elcclric or other posts or poles erecied on or along public or private streets or public places, (h) in lands or buildings. (e) in cinema halls, theatres or olher places of public resort.
