(I) No person shall crcci. exhibit, fix or retain upon or over any land, building, wall, hoarding, frame, post, kiosk or structure any advertisement, or display any advertisement to public view in any manner whatsoever, visible from a public street or public place (including any advertisement exhibited by means of cinematograph), in any place within '[Kolkaia] without lhe written permission of ilie Municipal Commissioner. (2) The Municipal Commissioner shall nol grant such permission if— (a) a licence for the use of lhe particular site for purpose of advertisement has not been taken out. or (b) the advertise men l contravenes any provisions nT ibis Act or llic rules or the regulations made thereunder, or (e) lhe tax, if any, due in respect of the advertisement :[has nol been paid. or| '(d) (he Mayor-in-Council, on ihe basis of lhe recommendation of I he Heritage Conservation CommiLtee, is of lhe view thai such advertisement will obstruct lhe view or, or destabilise (he structure of, or will nol be in harmony wilh. any heritage building, (3) No person shall broadens! any advertisement, except on radio or television, without the written permission of the Municipal Com m issi oner.
