"(IJ Every person engaged intending lo he engaged in any profession, trade or calling inJ[ Kolkata] as mentioned in Schedule IV, either by himself or by an a^enl or represenialive, shall obtain, a ccnificale of enlistment or get the same renewed annually, as the case may be, from the Municipal Commis.sioner upon presentation of an application in such furm as may he specified by the Municipal Commissioner logeiher with such npplication fee, nol exceeding rupees ten, as may be determined by the Corporation.
