Improvement 528. Where the Municipal Commissioner upon information in his m ii possession is satisfied as respects any area— (a) lhat the buildings in lhat area are, by reason of disrepair or sanitary defects, unfil for human habitation or arc, by reason of their bad arrangement or llie narrowness or bad arrangement of the streets or the want of lighl, air, ventilation or proper conveniences, dangerous or injurious to the health of the inhabitants of the area, and (b) that Lhc most satisfactory method of dealing wiih lhe conditions in the area is die re-arrangement and reconstruction of the streets and buildings in the area in accordance with an improvement scheme, he may frame an improvement scheme in respect of lhc area in accordancc with lhe regulations made in lhis behalf.
