(1) Appointment to a category A posl. or a calegry B posl shall be made on the recommendation of the Municipal Service Commission. (2) Appointment lo a caicgory C posl or a category D posl shall be made in such manner as may be determined by regulation. (3) Notwithstanding anything contained in sub-section (I), prior approval of the State Government shall be necessary in the case of appointment of a person nol recommended by the Municipal Service Commission.
