Any person from whom any sum has been ecrtified by lhe auditors Rights of under section 164 to be due may, wiihin one month aflcr he has received civi^Court or has been served with lhe certificate, either— or to the Sine (a) apply to a Civil Court of competent jurisdiction to set aside Government or modify such disallowance, surcharge or charge and upon such application lire Court may, afler taking such evidence as it considers necessary, confirm, sel aside or modify the disallowance, surcharge or charge, and the certificate wiih such order as to costs as it may think proper, or (b) appeal lo the Stale Gnvernmcnt and the Stale Government shall pass such orders as it thinks fii. The decisions of the Stale Government on such appeal shall be final.
