{1) The Corporation may, on lhc recommendation of the Mayor- in-Council from time to time during Lhe year.— (a) increase the amount of any budget granL under any head, {hi make an addilional budgeL granl lo meel any special or unforeseen requirement arising during Lhe same year, (c) transfer the amount or portion of lhc amount of Lhe budgel granl under any head lo the accouni of the budget grant under any other head, or (d) reducc the amount of the budgci grant under any head: Provided that due regard shall be had to all the requirements or this Act in increasing the amount of any budget-grant or in making any addilional budgel granl. (2) Every increase in a budget grant and every additional budgel granl made under suh-section {I) for any year shall be deemed lo be included in lhe budgel esLimate finally adopted for that year.
