The owner or occupier of any premises shall be entitled to cause his house-drain to empty into a drain of the Authority, provided that, before doing so, he— (a) obtains a written permission of the General Manager and pays connection fee in accordance with the regulations, and (b) complies with such conditions as the General Manager may specify as to the mode in which, and the superintendence under which, communications between house-drains and the drains of the Authority are to be made.
