(1) The Finance Officer shall exercise general super- vision over the University Fund and advise the University in regard to all financial matters concerning the University. (2) The Finance Officer shall, subject to the control of the University, manage the property and investments of the Uni- versity. He shall be responsible for the preparation of the annual budget and the annual accounts. (3) Subject to the control of the University, the Finance Officer shall be responsible for seeing that all monies are expended for the purpose for which they have been granted or allotted. (4) Save as may be otherwise'prescribed, all contracts shall be signed by the Finance Officer on behalf of the University. He shall be a whole-time officer of the University and shall be paid such salary from the University Fund and shall hold office for such period as the University may decide. (2) The Registrar shall exercise such powers and perform such duties as may be prescribed. (3) If the Registrar is, by reason of leave, illness or other cause, unable to exercise the powers and perform the duties of his office, the University may appoint a person tem- porarily to exercise his powers and perform his duties.
