(1) If any person, whose name has been removed or amended from the register under section 55, fails, without sufficient cause, to surrender his certificate of registration within the stipulated period, shall, on conviction, be punishable with fine, which may extend to one thousand rupees along with a further fine of five hundred rupees for delay of each day. (2) Cognizance of an offence punishable under this section shall not be taken except upon complaint made by an order of the Executive Committee.
