A Police Officer not below the rank of a sub-divisional police officer having jurisdiction may, on the request of the Secretary or any person authorized by the Council in this behalf, enter and search at any time between sunrise and sunset any place in which he has reason to believe that an offence under this Act has been committed or is being committed and may, if he deems proper, arrest any person found in such place whom he believes to have committed an offence under this Act: Provided that every person arrested shall be released on bail by the Sub-Divisional Police Officer if sufficient security is tendered for his appearance before the Court.
