(1) For the purposes of any inquiry under this section, the Council or its Committee or Sub-Committee or its Registrar or any officer exercising powers under this Act shall, for the purposes of such functioning, have the same powers as are vested in a Civil Court under Code of Civil Procedure, 1908 in respect of the following 5 of 1908. matters, namely:— (a) summoning and enforcing the attendance of any person and examining him on oath; (b) discovery and production of any document; (c) receiving evidence on affidavits; (d) issuing commissions for the examination of witnesses; and (e) such other matters as may be prescribed. (2) All inquiries under this section shall be deemed to be judicial proceedings within the meaning of sections 193, 219 and 228 of the Indian Penal Code, 1860.
