(1) The Council may, by general or specific order from time to time, constitute any other Sub-Committee(s) for such general or specific purposes as it considers necessary for carrying out its functions under this Act and may refer to such sub- committee(s) for enquiry and report or for opinion or recommendation related to any matter under this Act. (2) The recommendations of these Sub-Committees shall be subject to approval of the Executive Committee and the Council, unless otherwise provided in this Act. (3) The composition, mode of appointment, tenure, functions, the summoning and holding of meetings and the procedures to conduct business and other terms of office and conditions of members of such Committee shall be such as mentioned in the order under sub-section (1). (4) Every Sub-Committee constituted under this section shall choose its own Chairperson: Provided that— (a) where the President is a member of such Sub- Committee, he shall be the Chairperson of such Committee, and in his absence, the Vice-President, if he is a member of such Committee, shall be its Chairperson; and in the absence of both, any member chosen by the members of that Committee shall be its Chairperson; (b) where the President is not a member of such Sub- Committee but the Vice-President is a member, he shall be its Chairperson, and in his absence any member chosen by the members of the Sub-Committee shall be its Chairperson.
