(1) The office of the Board shall be at Lucknow and the Board shall meet for the transaction of business at such times and place as may be prescribed. (2) The quorum for a meeting of the Board shall be one-half of the total number of members of the Board : Provided that where a meeting is adjourned for want of quorum, the quorum required for the first meeting after such adjournment shall be one- third of the total number of members of the Board, and where the meeting is again adjourned for want of quorum, no quorum shall be required for the second and subsequent adjourned meetings. (3) The decision of the Board shall be by a majority of its members present and voting. In case of equal division the President shall have a casting vote. Appointment, etc. of Secretary
