(1) Immediately after [the election, co-option, or nomination, as the case may be, of all the members other than the President]1 and subsequently whenever it becomes necessary by reason of an existing or anticipated vacancy, or otherwise, to appoint a President, the Secretary of the Board shall convene [a meeting of such members]2 to elect a President.
