With effect from the 19th day of January, 1994, the provisions of the U.P. Town Areas Act, 1914 (U. P. Act No. 2 of 1994), hereinafter in this section referred to as the said Act shall until May 31, 1994 or until the re-constitution of the town Area Committees under the provisions of the said Act whichever is earlier, have effect in relation to the Town Area subject to the following provisions, namely:- (a) notwithstanding anything in the said Act, the Chairman and all members of the Town Area Committee shall cease to hold their respective offices; (b) all powers, functions and duties of the Town Area Committee and its Chairman shall be vested in and be exercised, performed and discharged by the District Magistrate and the District Magistrate [including the person or authority to whom the District Magistrate delegates his powers under sub- section (2) of section 4] shall be deemed to be Town Area Committee or its Chairman as the occasion may require.
