(1) With effect from the 19th day of January, 1994, the provisions of the U.P. Municipalities Act, 1916 (U.P. Act No. 2 of 1916) hereinafter in this section referred to as the said Act, shall until May 31, 1994 or until the reconstitution of the Municipal Boards under the provisions of the said Act, whichever is earlier, have effect in relation to the Municipalities specified in Schedule 1 subject to the following provisions, namely:- (a) notwithstanding anything in the said Act, all members of the Municipal Board including the president shall cease to hold their respective offices; (b) all powers, functions and duties of the Municipal Board, its President and committees shall be vested in and be exercised, performed and discharged by the District Magistrate, and the District Magistrate [including the person or authority to whom the District Magistrate delegates his powers under sub- section (2) of section 4] shall be deemed to be the Municipal Board, its President or the committee concerned, as the occasion may require. (2) With effect from the 19th day of January, 1994, the provisions of the said Act shall until May 31, 1994 or until the reconstitution of the Notified Area committee under the provisions of the said Act, whichever is earlier, have effect in relation to each of the Notified Areas subject to the following provisions; namely:- (a) notwithstanding anything in the said Act, the President and all members of the Notified Area committee shall cease to hold their respective offices; (b) all powers, functions and duties of the Notified Area Committee and its president shall be vested in and be exercised, performed and discharged by the District Magistrate, and the District Magistrate [including the person or authority to whom the District Magistrate delegates his powers under sub-section (2) of section 4] shall be deemed to be the Notified Area Committee or its Chairman, as the occasion may require. 229 [The Uttar Pradesh Municipalities, Notified Areas and Town Areas [Section 3-5] (Alpakalik Vyavastha) Adhiniyam, 1994] Temporary provisions regarding administration of Town Areas
