The following powers, duties and functions of a [Municipality]2 may be exercised, and shall be performed or discharged, by the President of the [Municipality]2 and [subject to the provisions of Sections 53 and 53-A]1 and not otherwise, namely,- (a) the powers vested in the President by Section 70, 74 and the provisions to Sections 75 and 76 to appoint , punish or dismiss servants of the [Municipality]2; (b) the determination, in accordance with any regulation in this behalf, of questions arising in respect of the service, transfer, leave, pay, privileges and allowances of servants of the [Municipality]2; (bb) general supervision over all officers and works of the [Municipality]2; (c) the submission to the Prescribed Authority under Section 32 of statements, accounts, reports, or copies of documents, and under sub-section (4) and (5) of Section 94 and sub-section (1) of Section 108 of copies of resolutions, passed by the [Municipality]2 or by a committee of the [Municipality]2;
