The following matter shall be regulated and governed by rules made by the [State Government]1 under section 296; namely :- (a) the authority on which money may be paid from the municipal fund; (b) the conditions on which property be acquired by the Municipality or on which property vested in the Municipality may be transferred by sale, mortgage, lease, exchange or otherwise; and
