The State Government, if dissatisfied with the condition, rules, management or superintendence of an approved school may at any time by notice served on the manager of the school declare that the certificate of the school is withdrawn as from a date-specified in the notice and from that date the withdrawal of the certificate shall take effect and the school shall cease to be an approved school : Provided that the State Government may, if it thinks fit, instead of so withdrawing the certificate, by notice served on the manager of the school, prohibit the admission of children or youthful offenders to the school for such time as may be specified in the notice or until the notice is revoked : Provided also that before the issue. of notice under this section under the first proviso thereto a reasonable opportunity shall be given to the manager of the school to show cause why the certificate shall not be withdrawn or admission to the school shall not be prohibited as the case may be.
