(1) No court shall take cognizance of any offence punishable under this Act except upon complaint made by order of the [State Government]1 or by the Council with the previous sanction of the [State Government]1. (2) No court inferior to the court of a District Magistrate or a Magistrate of the first class shall try any offence punishable under this Act. Rules and regulations
