(1) Any land or interest in land which, in the opinion of the [State Government]1 it is necessary to acquire in pursuance of a scheme notified under section 12 shall for the purposes of the Land Acquisition Act, 1894 be deemed to be required for a public purpose. (2) For the purposes of sub-section (1) of section 23 of the said Act the market value of such land at the date of the publication of the declaration relating thereto under section 6 of that Act shall be deemed to be the market value at the time of the issue of the preliminary order under section 3 of this Act.
